We are gathering ourselves together, to exalt and proclaim the name of the Most High, YHWH. This is in obedience to the word of the MOST HIGH YAH, it is stated in the book of Zephaniah 2:1, "Gather yourselves together, yea, gather together, O nation not desired". We are a Nation of people that consist of families, congregations, and communities, that should show solidarity and unity, for as a NATION divided, we cannot stand. We are coming together and standing together, so that once again we may live together in peace and prosperity.
The International Council of Elders represents all people of African descent around the world that have suffered injustice, discrimination, racism and oppression. We are the people of the Trans-Atlantic Slave Holocaust and descendants of the Scriptural Diaspora of YHWH’s chosen people. We have been scattered all over the world; Africa, Asia, the Caribbean Islands, Europe, Australia / Pacific Islands, North and South America. All Hebrews who are of the Nation of Yisrael, any Indigenous or Aboriginal tribes, clans, or people, and/or so called African Americans; this rally is for all of US to participate and make our presence known, throughout the entire earth.
Our goal is to continue the work of many Yisraelites before us to promote the UNITY of Yisrael and create a sustainable platform for change. We all have a little piece of the puzzle to contribute. YAH has put this perfect divine plan for unification together from the beginning of time. We are the fortunate ones that HE has manifest us in this time to execute HIS divine will and plan.
Yisrael is a set apart NATION of people with the sole purpose of representing the MOST HIGH YAH's perfect plan for redemption and reconciliation in the earth. We must realize that it is not in our might or our power that this sustainable change will occur, but only through YHWH himself will the fulfillment of prophesy come to pass.
Let us not miss the move of the MOST HIGH, because of the hurts or missteps of the past. The word of the MOST HIGH states in Isaiah 43.
43:18 Remember ye not the former things, neither consider the things of old.
43:19 Behold, I will do a new thing; now it shall spring forth; shall ye not know it? I will even make a way in the wilderness, and rivers in the desert.
There are some divine TRUTHS that we must embrace to realize and act upon the NEW THING that the MOST HIGH is speaking of in the book of Isaiah.

However, none of these actions can serve to legitimatize a government in exile to become the internationally recognized legal government of its current locality. By definition, a government in exile is spoken of in terms of its native country, hence it must return to its native country and regain power there in order to obtain legitimacy as the legal government of that geographic area.
Still, in cases where the host country holds a large expatriate population from a government-in-exile's home country, or a population ethnically originating from that country, the government-in-exile might come to exercise some governmental functions towards such a population.

Only states may be parties in contentious cases.
